He's a British actor. He's currently starring in Hollyoaks:In the City which is torrentable if you're into such things. Also, he plays a character called Hex, a companion of the 7th Doctor, in several of the Big Finish audio dramas. That's how I first came across him. I love his voice. He's from Liverpool and his accent is dead sexy.

I actually read an interview with the guy in charge of the show who said that his favorite part of the job is that he can go down to the set any time he wants and tell Phil to take his shirt off and he will.
